The relationship between government revenue and expenditure in terms of policy making, especially on the budget deficit, is of utmost importance. The aim of this study is to investigate the relationship between tax revenue and expenditure of the provincial governments. The causal relationship between government tax revenue and expenditure is examined by using Granger causality test and panel techniques in the period 2000-2013. In this study, the question is whether tax revenue is the cause of government expenditure or the direction of causality is from expenditure to tax or there is a bidirectional causality. The results of Granger causality test show that there is no causality between the government expenditure and tax revenue. This could be due to the reliance of provincial governments’ finance on oil income.
